11 December 1941, Japanese minelayer Itsukushima, lays 300 type 93 mines in the San Bernardino Straits. Lt Cdr James W. Coe's USS S-39 attempts to attack but screening destroyers Kuroshio and Oyashio keep USS S-39 at bay with persistent depth charging for most of the day, until she is able to slip away

I checked both Clay Blair (Silent Victory) and Roscoe (US Submarine Opns in WW2), but neither mentions the 11 Dec 41 encounter you referenced. The only related comment I could find was a reference to S-39 patrolling in the San Bernardino Strait at the time in question.
Have you checked the Combined Fleet website???

without even the detail you already have. He says on the 13th she made an unsuccessful attack on a 5,000ton freighter but was again driven off by escorts, returning to Manila on the 21st.a long and heavy depth charge attack
