Except for the missing main armament, the ship was almost complete by Aug of 1914. The German Navy did examine the possibility of completing the ship but dropped the idea due to the long lead time needed for the heavy guns - estimated at 2 to 2.5 years by Krupp - so they certainly saw value in the b...

By 1903-04 these ships were almost as out of step with German design philosophy as they were with current British designs. Its also quite likely that the Brits would have stepped into prevent such a sale just as had with the Russians.
