Help ID Ships in Picture

Hello,
I bought this pictures years ago and was wondering if anyone could help identify either the ships or the type and/or date of the ships?
I've tried to figure it out, but aside from learning a good bit of paddle wheel ship history, I'm still stumped.

The ship on the left seems to be a pre-dreadnought-era ship with a ram bow. The impression I get is that the scene is Japanese, based on ... reasons.

I suspected it was Japan, good to know I wasn't imagining it! I remember reading once that the lifeboats were not allowed to be put on the paddle wheel after either a battle or an accident and the wheel caught fire and made the lifeboats inaccessible. For the life of me I can't remember where, and I can't find it again. Anyone know when that was? Thanks again!
