Yes he did help immensely in the battle convincing King to convoy US merchant traffic and drop the merchant code cypher which was one of the last German sources of allied convoy routes ....Friedman notes in NETCENTRIC WAEFARE, that German convoy interception was 25% of the convoys before May 1943 and 5% in the 10 months following that date. Big difference if it was his doing.
Sounds to me like just another brick in the wall.
