German Destroyers

Hello Everyone,
Can some explain to me how the flotilla numbers worked for the German Destroyers of WWII? The first number I think is the flotilla number, and the second, the ship number, but i've come across photos with the pennant numbers in them, and they don't make sense.
Can someone please re-explain the system please?
