except for the infamous Gustloff incident by S13, I've never read or heard about any bigger attacks.

Was there no Russian Navy in the Batlic Sea or did Stalin see no need for one?

I have quite a bit of information on Soviet subs. The Soviets had the numerically largest submarine force in the world in 1939. The Baltic Fleet submarine force could have caused serious problems, especially given the poor ASW of the German Navy. But one of the great German naval successes of the war was the closing off of the Gulf of Finland behind a series of minefields. The degree to which this shut down the Soviet subs is truly amazing. Only when developments on land ruined the minefields did the subs start to become a factor, and that's when we see Gustloff, Steuben, and Goya.
