Russia to Reactiviate 2 Kirov Class Battlecrusiers

Reported on November 11th by Janes Defense Weekly, Russian Col. Gen Popovkin said that the Russian Navy intends on
reactivating two of it currently mothballed Kirov (Project 1044) battle cruisers. The two ships to be rehabbed are Adm Lazarev & Adm Nakhimov.
This would bring three Kirov's to active duty.

Is this a sign of resurgence in the Russian Navy or a mark that Russian is in worse order than many people know?
I think it may be an effort to offset the longer development and delivery of Russia's next generation of SSBN's.
Since only one new Borei class sub is complete and its missile system has had serious delays & developmental problems.
