you cant pressurise water , it is a (virtually) incompressible medium , the volume stays (virtually) the same no matter what the pressure . The 3.7 was an army heavy AA weapon and the optimisation there has to include humping the thing about with manpower , towing it with standard trucks , supplying it with ammo from other trucks , not taking an age to emplace or remove it , and so on .
