USS Pueblo was in international waters at the time of the attack. These ships aren’t sent anywhere that any unarmed ship from any nation can’t go. There is really no reason to have special crews of all volunteers or anything else. What the NKs did was out-right aggression. An act of war if you will.

Interesting question – was thrashing around (futilely as it turned out) to find some sources for this. Questions; What was the receive range of the FuMB? What is the transmit freq of the DoY radar?
