I think the quoted fuze delay time is off by a decimal place. Should read as .040 seconds, which @450 m/s striking velocity = about 18 meters (60 ft).

..... One problem here is that no two timepieces can be assumed to have been perfectly calibrated to one another - certainly not among different ships and usually not even aboard the same ship.
