I don't think Mussolini was all bad by any means. He almost wiped out the Mafia and he did make the trains run on time. He also restored a bit of respect for Italy. However you want to characterize his decision to enter WWII, however, it was a complete gamble (bluff) on a pair of twos facing a bunch...

So gents I am pretty sure that the USN contemplated these torpedo nets at the time but as far as I know they never adopted them. Anyone know why?

My only comment would be that it would appear that the summary is heavily weighted towards establishing that Prince of Wales was exhibiting fairly good gunnery compared to Bismarck.
