Tungstan and the like you mean? Should be okay with everthing else. Usual shortages of fuel, but coal and steel would be no problems. I would think that a large portion of the Ukraine would be held. Maybe a stalemate. But given time, I believe the Germans could have properly developed their 'FireBrigades'' and eliminated the requiremnt for a traditional occupation.
