I'm not from the USA, but if I was a citizen there in 2016, there'd be quite a decent chance that my left wing self would have voted for Trump, which is terrible in his own right, but far more benign than Clinton, which would have already plunged us into WW3. Yeah, it CAN be seen as a decapping plate, but that's definitely an "all purpose" armor plate aimed at protecting what's behind it against most threats, smaller calibres, bombs from airplanes...
